Depends on what you qualify as cheap enough really, alot of the new marine sternguard power armour is suitably ornate to be use, or the FW Heresy era is archaic and rare enough in 40K that it could be uaed for inquisitorial purposes. I used termi legs, power armour torso and cataphract arms to make a terminator armoured inquisitor which turned out alright but havent found a way to make power armour inq without using a marine as the base.

well under $20 really all i meant
and i really hate the idea of using SMs as a base, id rather have a sleeker designed armour set

You could probably get away with something in Fantasy/Historical plate armour for PA, it looks suitably gothic and there's nothing a few bionics wont solve to seal the deal as a sci-fi mini. Have a look at WFB Empire or Bretonnian models, or at Reaper miniatures, as they have a lot of generic fantasy/sci-fi/gothic stuff.

I've kitbashed a few together using guard and various marines combined with extras from stuff like Grey knights. When don't, the extras (I love the crystal in the center of the chest of my PA Inq) and paint job tie it all together.
