Recasting models made by or protected by another manufacturer regardless of arguements of fair or personal use? Either illegal or highly frowned upon, and not a good topic to bring up on Dakka.

Regardless of price points, you also have to realize that recasting, regardless of whatever anyone's feelings on the prices a company charges, do in fact eat that company's profits.
But yes, bad topic to bring up, highly frowned upon to actually talk about.

Recasting is probably more expensive than just buying more minis as well as illegal it is no less stealing than burning your favorite CD and giving it away to all your friends so they don't have to pay for it too.

Well if you intend on re-casting GW miniatures and trying to profit from them then you can probably expect a lawsuit. However if you just want to have a completely scratch built army then I'm sure you're fine. Just don't expect to be able to use those miniatures in anything other than a casual game.
GW actually has a code of conduct download on their site, which actually talks more about how they just want you to bring only their products to their events than anything else, but I think it's a fairly good explanation of where GW stands.
Don't let anyone scare you into thinking that you have to buy minis to play a game. Remember too that a lot of people work really hard to bring you great hobby products and their efforts should be respected and while it's true that not everyone can afford these products it doesn't mean that gives anyone the right to steal them.
There is a tut somewhere on here that talks about making moulds with green stuff, which may be handy if the OP wants to give it a try.

Thanks, and for the record i was not planning on profiting off of them, but rather make copies of bitz and models that i already own.

It makes no difference what your intending use of recasts are, you cannot do it legally. Furthermore, Dakka is not the place to discuss the stealing of another person's IP.
