So i want to go with an old diving suit look brass with aquamarine blue as the alternate colour for convergence of cyriss, but the ultimate hindrance to that is my inability to add barnacles and seaweed to anything i paint.

Wherever and whenever they appear they leave only destruction in their wake; they are the Lords of Death, Bringers of War. The Dark Angels.

Oh, you think the darkness is your ally, but you merely adopted the dark. I was born in it, molded by it. I didn’t see the light until I was already a man; by then, it was nothing to me but blinding!- Helen Keller

I was thinking of doing something similar to one of the Warmachine warjacks.
My idea was to use crepe / tissue paper (you can get small samplers with multiple colours for not much $£), cut into strips then pull through some watered down white / wood / Elmers / PVA glue. Use greens, browns & greeny blues rather than just one colour.
The glue should give a shiney finish & stiffen the paper once dried.
As for barnacles, try little blobs of green stuff & poke the centre with a tooth pick?

Also I've started taking photos to use as reference for weathering which can be found here. Please send me your photos so they can be found all in one place!!

It is worth a shot, the crepe sounds easy, same with the green stuff. I am sure i got a model around here somewhere that I can use for testing.
