GW uses heroic 28 mm, but how does this scale up to other model scales?
For example is i was to get some 1/32 or 1/35 model kits for bridges/buildings/etc would the scale be approximately right?

1/48 is the closest "normal" model KIT scale to 28mm - it's not accurate, but in terms of commercial injection moulded kits, it's as close as you will get outside of a games company.
1/35 stuff CAN work, but will be anywhere from 150% to 200% the size you need (1/35 works out to around 54mm or so - the old inquisitor scale stuff.)
For model railway, you CAN get 'S' gauge stuff, which is closer than 1/48 stuff.

I've found the best scale for 28mm is 1:60. You can go a little bit bigger than that, but not by much (but don't go smaller). I'm working on a bigish piece of terrain right now at that one to sixty and it's coming out pretty good.
