I am playing a game with my friends soon and I know he runs a massive blob of guard with a commissar lord in the middle as his centre piece. I was thinking. Do I invest in sniper scouts to take out his commissar and then Fear of Whatever its called him so he runs back home to his Empra? The army I am playing as is BA.

Yes. Get a vindicare in your allies to dramatically increase your chances. 2 libbys with fear, and that 40/50man guard blob will run away with yellow stained trousers. Or just take lots of flamestorm baals with hfs. Bbq time!

It's a 750 pts team doubles and the rules state: NO allied detachments within your half of the army.
This kills the vindicare idea but, my libby is in a drop pod with a sterngaurd with combi-meltas who will be dropping 1st turn with my dread. After that my assault marines come in randomly to grab objectives and mop up.

Is he taking much mech do you think? If not give your furioso frag cannon and hf. If so get the magna grapple in there and keep him with a melta gun. Defo get lots of flamers in there for the blob. Maybe sword as second power in the libby to open up tanks.a single lone sniper scout squad has little chance of taking that commissar out.

My furiso has HF and FG. He has one demolisher and maybe a banewolf. The rest is blob. He is allied with Nurgle Daemons.

Not to snipe, Snipers, believe it or no, are horrible against characters. First you need to hit on a 6, the wound on a 4, then he needs to fail his 2+ look out sir! and fail his armour save. Twice. You are blood angles, you have the best way ever conceived of taking out that guardsmen horde. Drop podding Blood Claw Dreadnaught with prescience from the Libby. Boom, over half his entire blob dead when your dread puts out about 30 wounds a turn.

Ah, when you put it like that it does seem flawed. Any advice on how to replace them?

Without a vindicare id just flame to death. A furioso with claws usually does ~ 8/9 wounds without presience. With presience it goes up to around 14/15. The extra attack on a death co dread with claws makes a huge difference. You still will be exceptionally lucky to reach over 20. Never 30. If the unit has stubborn and doesnt break, you lose your charge attacks and are now stuck in a long drawn out combat. Still VERY effective but not as effective as 30.
The chance of an attack failing to kill when presienced is ~ 13.8% ((1/3 *1/3) + (1/6 * 1/6)). That means 1 out of every 7 will fail to kill. Lets be kind and say the first 4 do kill, thats another 4 attacks, 1 of these wont on average (8 attacks, 7 dead so far), another 3 attacks, lets be kind again and say we wont count the *not kill* until we get to a multiple of 7 again this time, (11 attacks, 10 dead), 3 more attacks, 1 fails (14 attacks, 12 dead), now two attacks, successful (16 attacks, 14 dead) now, 2 attacks, 1 unsuccessful (18 attacks, 15 dead). Now keep rolling 1 attack until it fails (on average another 3 and a half kills. So being exceptionally lucky you will get 19kills (not to be sniffed at). But bear in mind we gave the benefit of the doubt early on in both the 4 dice and 3 dice rounds which makes a huge difference to the later rolls (as there are more of them). Realistically it averages out at around 14/15, meq or worse bodies when presienced and on the charge.

They do, however, make a good job of taking down special guns, as they don't have LoS to protect them.
But seriously, the sniper rule needs a buff.

You CAN snipe them out, but, honestly, you shouldn't have to. Guardsmen are squishy enough to just kill outright. Commissars only help with leadership issues, which aren't at the top of their issues.
Plus, you have to remove closest models, which means you often don't have to do anything special to make it so wounds have to go onto commissars. Just keep on attacking from the same direction and he'll be exposed.

Try sniping with barrage weapons like a Thunderfire Cannon. It'd probably work out for you better than actual sniper weapons.
