My friends and I have been running narrative campaigns for quite some time, but they are generally scripted flowchart-style endeavors and we're getting a touch bored with that.
Being fans of the game, we'd like to try a sprawling Dawn Of War style campaign, and the Planetary Empires set seems to fit the bill. With a little work, we think it could provide a much more dynamic campaign when combined with some homebrew rules.
So, to revisit a question I always ask before picking up an expansion: Is it worth the money?

We used it once, but didn't care for it. After a few rounds, you'll have one or two players dominating, and just waiting to get their last games in to win.
We prefer the campaign rules in IA:9, The Badab War Part 1

The tiles and pieces can be useful, but the rules need some reworking to make it a playable long-term campaign. I'd say it is ALMOST worth buying for the tiles and pieces alone, but most people can create a campaign map on a webpage quite easily and just use that as their 'map'.

I would say plenatry empires is incredibly basic...its one level below crusade of fire.
The badab war stuff is good, but check out IA12 (the necron one) the campaign in there is even more refined and has a ton of flexibility. in fact, I wish GW would publish it as a separate rules set ...(it helps if you have some necron players, but with very minor tweaking the system works with any army).
