Okay, so as the title suggests, I'm thinking GK Deathstar. Now, the lovely people at GW have given us Codex: Inquisition to make this a touch easier.

So, I'm thinking:
10 Paladins, 4 Psycannon, Brotherhhood Banner, variety of Nemesis weapons (probably 3 sword, 4 halberd, 2 Hammer), Apothecary.
Backed up by:
Grey Knight Grand Master, variety of Toys, including all the shiny grenades.
And then 3 Ordo Malleus Inquisitors, all psychic, all in Terminator armour, all with Psycannons. (1 from C:GK, 2 from C:I)

I make it somewhere around the 1250 mark, which allows points for the necessary 2 Troops choices.

Options include:
Dropping the Grand Master for either a Librarian (ML3 optional) for added Psychic fun or Coteaz (Slightly cheaper, lets me take Formosan Henchmen as Troops, freeing up a few points for some shiny stuffelsewhere, but stops the option of Deep Strike)

Of course, in my local gaming circles, I'm likely to just get repeadedly pasted, but I maintain it would be mildly entertaining to start with.

Well, Draigo and 10 properly equipped Paladins were a decent deathstar in the 5th ed, with wound shenanigans. But now its much weaker. The addition of OM Inquisitors with lower toughness makes the unit even more expensive.
Eldar would certainly fly circles around this unit punching holes in it.

Yeah, speed was a concern of mine as well.

Still, with only 3 T3 models in there, it's got to be taken down to 2 Paladins to have to use that as majority toughness, and by then the unit is mostly neutralised anyway.

I was just wondering what the entertainment value of 7 Prescienced Psycannons that can fire at full effect on the move was worth...

Attach them to Mordrak, and now you have something worth considering.
