So I modeled my chaos rhino with a khornate aspiring champion swinging a power sword, his head and sword are the tallest things on the rhino. does this effect line-of-sight in anyway? I'm not trying to model for advantage I just like to make my models kinda funny, but i want to know if this effects me.

No, because for vehicles it's being able to see the hull that matters, and drawing LOS from it in various aspects is dependent on individual features like weapon placements.

Does the man on the tank represent one of its weapons? I have a land raider with a storm bolter. I modeled it as a veteran popping up out of the hatch with his storm bolter side arm. Hi arm with the bolter is raised and the technically the weapon is taller then the stock kit resulting in a teeny tiny advantage for drawing line of sight from the weapon so I never measure from the actually weapon, always from where the storm bolter normally would be.

Not quite, he will still block Line of Sight to something behind him.

he can still block line of sight for other units though. Based on the description this will have a negligible impact on game play. If possible I would make sure he is removable just in case some one asks you to remove him because he is blocking line of sight and they find it important. I would also make him removable for transportation and storage and the classic 'turn the tank upside down when it wrecks' stuff. But you shouldn't have to worry, his actual in game effect will probably only come up 2% of the time.

Ok, I think I will try to magnetize him, transport has been an issue for my models, I like to convert them (my assault cultists have chain-sword hands.)

Magnets are your friend. Of course, once ya start, its hard to stop. I think they are addictive.

Would be cool to have 2 copies of him. One for when embarked and another for after he comes out (of course removing the magnets one then).
The other dude is right, it may not be likely, but there would always be the slight possibility of it blocking los from certain angles. magneting him for removal for these occasions would satisfy MOST MFA callers in that regard.

Weapons still block LOS; they are only ignored for targeting the vehicle(ands then only the barrel, not the mounting or the weapon itself).

Just don't worry about the guy, in very uncommon situations the model may block part of LoS for models in front or behind the vehicle but the guy sticking up will never cause an issue with the vehicle being shot at.
