Plastic, wood, metal, or other?
How many are you looking for?
Plastic or wood anyone with a bandsaw/scroll saw and a stationary sander could make them pretty quick. Metal would require someone with more tools depending on thickness and which metal.
I make transparent 45-degree templates from acrylic for checking LoS on hull mounted vehicle weapons. Really easy and making a circle would just require more sanding.
Or are you referring to custom engraving on them? If so it's either CNC or laser as Desubot mentioned. One local place near me offers laser cutting of wood or plastic and it isn't too expensive. Any pattern you want and something the size of a set of blast markers would probably be ~US$20.
