Is this going to turn to an illegal formation? Or Rogue traders not accepting this unit? I am about to drop some money on the unit, but I don't want to if it going to be something I can't field. Help me out, yo!

No way to know. I just can't wait to add 2 riptides and 12 missile sides to my seer star list.
Yeah, I see TOs are going to either limit 2++ retolls and formation spam, or watch attendance dwindle.

Why would it be illegal?
The only way for it to be banned is if a TO bans it for their own tournament. Go ask them if you are so worried

I can see formations, but not the codex additions, getting banned. Theyre just incredibly imbalanced.

GW is releasing little mini "data slates" (amongst other things) in digital-only versions as sort of an advent calendar thing. Check out the 'digital editions' section of the GW site.
