As the title says, what advantages do you get with the extra Warp charge this provides? I am just not sure if it gives you a second mastery level, just the abilty to use 2 point powers on a none epistolary or what exactly.

It certainly does NOT give an additional PML. Your PML1 Libby with Bones will still be able to cast only one power per turn. However, you can, with two WC, cast a power that costs two WC. Or you can cast a 1WC power and still be able to activate your Force Weapon, which is a big deal.
The Bones also makes it nearly impossible to fail your psychic test, which is a pretty good buff.

So if you use it you wanted it on a CC Libby. I can see getting both a power and the force weapon off as very very nasty.

Unless the psyker is mastery level 2 or higher, they cannot generate a warp charge 2 power. In this case, it allows you to cast a power and still activate your force weapon.

So could an epistolary ML2 use it to cast a 2 Warp point and a 1 warp point? Just making sure I have this correct, been playing alot of Tau lately and looking to roll my marines out again.

Hmmm...you're right. So since buying an add'l PML is the same cost, I'd skip this relic as a bit over-costed.

SM Libbys can't roll on Divination.
You may as well be buying additional PMLs, so you'd only buy this when you've reached PML2. At that point, you've got (at minimum) a 115pt T4 W2 model with no invuln. Putting him in Termie armour w/ SS loses his grenades, so he again becomes mediocre in combat.
Giving him the Shield or Armour Relic makes him extremely expensive for a 2W model.
If you want a cool Imperial Divination Psyker, you take a GK Libby or an Inquisition Psyker. I don't think a generic SM Librarian will ever be a " CC beast," at least not compared to other Librarians (like Tigurius or Ezekiel).
