Remember, there is a new Ork codex due fairly soon. So what is good currently almost certainly will change...
My advice would be to build the core of your army and then wait for the codex to arrive...

yup, should be one coming soon.

With speed being one of the Ork's main ways of war, I think that that kind of playstyle will either remain unaffected or buffed in the next codex. That is good news for you, as Speed Freak armies have always been highly competitive.

If you want to kick off a Speed Freak element, then start with two Trukks. Trukks are good - they only cost 35 points each, and they are assault transports thanks to open topped. Just mind where you place them on the board - to say that they are very fragile is an understatement...

Before mine got stolen in purely Orky fashion, my Deffkoptas had a pride of place in my lists. Load them with Rokkit Launchas and send them outflanking to hit your opponents tanks from the sides... Nasty tactic that almost always works to destroy enemy armour.

Normal bikes are a must. When they are shooting they are like Ork Shoota boy squads (but better), in an assault they are like Choppy boyz (but better). Best of both Ork worlds, all on a nice, rusty, fast and suspension-less bike.

Don't have one of these myself, but Battlewagons don't fail to disappoint. While it is slow compared to all other Speed Freak units, it can load up 20 boyz or whatever you want to load it with (don't bother with the Killkannon here). Its front armour value of 14 also keeps it nice and shiny until the boyz inside it cover it with the blood of whoever they just murdered when they leapt out of it.

Those are the good units to start with. Just try not to go crazy - we don't know what is coming with the new codex...

Is the green tide effective?

The Green Tide tactic has somewhat been nerfed thanks to the nerf to furious charge, but it is still very deadly. Just fill up the board with 60 or 120 point squads of boyz (don't bother with many special weapons). Boyz can take a battering with T4, but make sure you use every spot of cover you can find.

And don't forget special stuff! Lootas and Burnas can really help to soften up big enemy units for the boyz to chew up easily after, and things like Deff Dreads and Killa Kan mobs can be useful to protect boy mobs from sight and smash up enemy vehicles. You'll want some Gretchin too - they are dirt cheap and make excellent distraction/cover units.

What you described in the first post is called a "Hybrid" or "Mork and Gork" list. One part of the list acts as an anvil, the other as a hammer. But the problem has been that nobody has managed to really get the concept to work since early 5th edition. You are better now to choose an army theme (trukk assault, endless waves of boyz, etc) and stick to it.

The new book is expected to arrive sometime March-May next year, so it is hard to say what will happen. A lot will depend on GW's answer to the question of "What are the Orks?" Most players think of them as an assault army, but they have been shooty before and might well revert to that. Either way, the best advice is to buy:

1) Things that you can afford
2) Things that you like the look of
3) Things that act as bread & butter components of the list that you want to run. Boyz are always needed, in essentially infinite quantity.
