Does having Be'Lakor as an HQ allow you to use Cult Troops as regular troop choices rather than Elite? I know that he is an Undivided DP, but I'm unsure what exactly that means.

He has no special rule altering the force organisation chart, so no he has no effect on cult troops.

His rules will state if he does. If they don't say, he doesn't.

Not even marked DPs can allow to take cult marines as troops, not even Abaddon who is a lord with all four marks let you take cult as troops so... wouldn't expect at all for Bel'akor to do that.
