Driagowing is super cheap. 3 boxes of Termis and Draigo, you will be able to do a 1500 point list. You'll have under 20 models, even brought up to 1850 I'd wager.
One Draigo, 4 boxes of Terminators, 2 boxes of Power Armor GKs, will run you £175 before you factor in discounts (I assume you will be purchasing from a store that provides at least a 15% discount), which would bring you within budget. Ebay can also be your friend in finding even better deals.
