Assault marines would probably be the best here. You are probably going to be better off with a single, cheap, highly-mobile counterattack and deterrent unit. Trying to defend everywhere at once works well for guard, who have tons of cheap units, but it's going to get too expensive, too fast by trying to copy the guard way of war with space marines. Also, of course, you have the ability to use them as a deepstrike disruption unit in those games where you don't need to use them in a counterattack role, giving more mobility to the army, which the guard generally needs more of.

I guess this idea could also possibly work with terminators as well (preferably tac rather than assault), because they can also give deepstrike mobility, can use deepstrike to be flexible defensively (though not as good as jump packs), and are pretty decent in close combat against tougher targets (relative to the assault marines), but they're also less good against the weaker stuff, and bring less "marine-ness" to a guard army. Plus, if you wanted terminators for your guard army, there are other codices that are a lot better for this (Thawn with some GKTs, or azrael with a guard blob and some scoring deathwing, for example).

The classic setup is rune priest + greay hunters. As a warning though the new space wolves codex due some time soon will probably completely change rune priests.

I have been having considerable luck with a space marine codex Khan on a bike with two bike squads with grav guns and power lance veteran sarges. They can be pretty brutal and they give mobile scoring to IG who lack it.

Another cool addition is Sevrin Loth with two red scorpion tactical squads. Put Loth in a big blobb squad with either invisibility or endurance and you can do some really cool stuff. The red scorpion tactical squads are a bit tougher than normal tac squads so drop podding or dropping one (combat squaded) out of a stormraven can be helpful in getting some forward objectives.

I also have been tinkering with dark angels but you have to use them as primary if you want to accomplish anything really unique.

Oh, you want speed bumps for your space marines? Then that one's easy - infantry platoons.

Take a lord commissar with a power fist and carapace armor and then an infantry platoon with as many infantry squads as you need. I usually run mine with lascannons and meltaguns, but if all you want is a speedbump, you could probably run them naked to save points.

This way you have cheap screener units to act as speed bumps, but if you want a guard squad to actually hang out in close combat for an extra turn, you throw the surprisingly beaty lord commissar in and he'll hold things down for a round or two.

Guard don't need Astartes speed bumps when they have blobs of 50 strong Stubborn chumps that can reroll morale. Guard aren't Tau. They don't automatically fold in combat, they instead drown assault units in waves of worthless fodder.

If you really want space marines filling the role, Grey Hunters do it best.
