I am curious about the raven guard chapter tactics. The description says.

Strike From The Shadows: Scout. On the first turn this detachment has stealth except with units who are bulky or very bulky.

My question is with the first part about scout. It doesnt go into any description about it, do all models have the "scout" rule? Or is the scout just a quick description of the stealth rule..?

I'm not sure what description you're looking at but my codex says a lot more than that under Strike from the Shadows.

As a rule of thumb always read the full rules, never stick to the summary, the shorter sentences often lack important parts of the rules.
