Im having trouble writing a good "ye-ole drown those people out with 100+ peices of meat" list i was thinking normal pcs joined with a commisar with a 50 man conscripts squad and five inf. squad for 515 points would this be a good idea for a quarter of the points would this work?

Once a turn! In my opinion its the best thing you can do for conscripts.

Just get a cool model with the same gear and call him chenkov. Nobody will say you cant do it. The codex says you can as well.

Sorry i am pretty bad at humour Are you wanting to do a mass guard infantry backed by tanks or artillery or anything?

With the guards I was planning on having a griffon and lemon russ battle tank/extermonator or two with a valkyre/vendetta depending on the other army but id still have points wouldnt I so id get a psyker squad+ griffon= entire army flees just to soak points.

a full psyker squad in a chimera can be potent sometimes. Expecially against bikes and stronger models. If you are lucky you get a good AP roll too. I highly recommend using them.
