The manta says that it can transport X models with the infantry type in it's top bay, and Y models with the infantry type and ant non flyer, non super-heavy vehicles counting as Z models in it's bottom bay. Does this apply to crisis, broadside, hazard, and stealth suits (using the bulky, very bulky, and extremely bulky rules for space occupation of course)?

Jump and Jet aren't 'stand alone' Unit Types, they need to be combined with another to make a valid entry. This is normally Infantry, but there are such things as Jump Monstrous Creatures and Jet Pack Cavalry.

This is normally limited by BRB page 78 stating that only non-jet, non-jump Infantry can embark in standard vehicles, so the vehicle needs a specific exception to that rule (such as the Storm Raven having a rule that it can hold Jump Infantry).

Yes the top compartment has no restriction on Suits carried as the Manta isn't a standard transport as you can have more than one squad in it. You are limited to only 8 Crisis Suits in the bottom bay. I wouldn't transport Crisis Suits in anything except the bottom bay as Crisis Suits can deepstrike on their own.

The latest rules for the manta say that the upper deck may only "carry" infantry and drones, and the lower deck may contain 145 models (8 battlesuits max)

Well Crisis, Stealth, and Broadside Battlesuits are all infantry models as Jump/Jet isn't it's own unit class anymore. They are Jetpack Infantry and Infantry models. Only things that wouldn't be allowed would be Beasts, Calvary, Jet Bike/Bike, and MCs.

As you said, jet/jump isn't a unit type, but Jet Infantry and Jump Infantry are. It doesn't work, since the manta still follows the basic transport rules for super-heavies, that don't allow jet and jump infantry .

Didn't they just become bulky, counting as two models each? Crisis suits are very bulky meaning they count as three models for the purposes of transport capacity.

But they're still Jet Infantry. They are allowed in the lower deck's capacity of 145, using up slots as per the Bulky special rule.
