As the title suggests, can I fire heavy weapons from an open topped vehicle.

For instance, scouts within a land speeder storm, can they fire, heavy bolter and sniper rifles from the storm?

yes you can fire any weapon from any vehicle as long as it has fire ports. The only discretion to this is the distance that you move affects the shooters BS.
