The base is nothing more then 2 coats of primer. I may do snow down the road, but as of now I got to much painting to get done.And the cork was a easy way of doing something better then static grass that came with my hobby starter kit lol.

I've painted 20 aobr tac marines, the captain, seargent, 10 grey hunters, dreadnaught, logan grimnar, rune priest, 6 long fangs, a sanctum imperalis, and this guy in the last month lol. As well as assembling, basecoating a stormtalon, landraider and a adl. Ive really only been heavily painting about 2 months as I just got into the hobby! But I'm happy with my progress thus far and will google the snow effect you speak of!
