Hello there I am currently writing codex my custom csm army which specialise in cryo weaponry and terrorist tactics so this means lots of junk and salvaged weapons, light tanks, toxin weapons and cryo weapons
currently there are no rules for any light tanks I am aware of so I decided to make my own
The hull will have the rules for the chimera
The turret will have the standard predator cannon
for an additional 25 pts the tank can be upgraded with a tow missle launcher
note that this a very rough draft any comments will be welcome
Here is what I aiming for with the end product:

So it's a chimera with out transport capacity?
Here's a idea make it the size of the artillery carriages that forgeworld sells. Make it come standard with 2 twin linked heavy bolters or pay 15 or20 points for a single twin liked auto cannon

Um, I like your concept but with how some other vehicles look and operate your vehicle does not look like it represents a light vehicle.
A light vehicle in 40k would be like a Humvee and it would be faster then other tanks but not necessarily a fast foc option. Light vehicles I would say to get the scout special rule and have some type of defense measures against assaults like being able to overwatch or some type of defensive grenade launcher that decreases the amount of attacks or has to make models take dangerous terrain checks.
That's just something quick I came up with, if I gave it time I think I could come up with something better.

He did say 'light tank'.
A light tank would be armour 11 or so, probably Fast, with a single turret weapon or a twin-linked infantry heavy weapon - as Kinratha's suggestions.
More like a Razorback without transport than a Chimera, which would more fit into your medium tank range (although canonically, there are no medium tanks and the Predator is a 'light' tank).

Arent the hell hounds light tanks? Perhaps basing it off them? But depending on the weapons give it a smaller chasis.

Light vehicles already exist in the form of Sentinels, Vipers, Land Speeders, and Warbuggies/Wartrakks.
If vehicles like these are fast and yet can hold the more powerful heavy weapons (lascannons, multimeltas, brightlances, etc) what use is there for a larger vehicle that looks like a "tank"?
Plus, compared to the other vehicles in 40k, Falcons, Predators, and Hellhounds could very easily be considered "light tanks" while Serpents, Razorbacks, and Chimeras are IFVs.

I don't know im looking to try something different for I only ever play amongst our group and it also goes well with my army theme of them having cobbled together spare bits & scrap to use as tanks

Space Marines tanks are supposed to be light, fast tanks. Unfortunately GW forgot to give them some kind of movement advantage over bigger, lumbering tanks. Combined with the very limited armor range its very difficult to make a "light" tank that isn't destroyable by light weapons.
Be interesting to see what you come up with for cryo and toxic weapons though.
