With all the new supplements and dataslates, is it possible to have 5 different armies in 1 list?

You could hav Guard as your primary
Allied with eldar
Lead by an inquisitor
Have cypher join the fun
And then take the tau detachment thing

Is this legal? Yet crazy at the same time?

I am not sure about the Tau detachment thing.
And Cypher and the Inquisitor are seperate characters and not really armies.

4 armies is the max I think, unless you can have multiple formations.

Eldar Corsairs, with a single unit of Eldar and Dark Eldar as elite choices (see IA11), Farsight Enclave as allies, and an Inquisition force. 1 army, 6 codices, no formations.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

Inquisition can only be taken in a Imperial army. with desperate allies only applying to a tau allied to said imperial army no?

Inquisition can be taken with any army, add long as neither army is CtA. Eldar (and by extension Eldar Corsairs) are AoC, DEldar and Tau (and by extension Farsight enclave) are DA.

Theres nothing outside of homerules that limits you to one formation.

IIRC the formation rules in the Tau formation said nothing at all about being limited to even one of the same formation - so you could perhaps take two Tau riptide groups if you wanted
