I'm looking for basing modelling supplies like grass, leaves, small trees and shrubs, sand, etc... I need things I can use for a jungle theme and all I'm finding are European places online, or ridiculously priced GW basing bits.
Something preferably in Canada would be the best if anyone has any good spots can you let me know?

A great source for basing supplies is usually model train shops. Woodland Scenics is a common brand, and have some great stuff. Another good source, especially for jungle plants is aquarium supplies at pet stores.
Do a Google search for Model Train shops in Halifax, and you should find a couple.

Do a search for a local model railroad shop and you'll find plenty of stuff there.

Michigan toy soldier and last calvary. both are located in michigan so they might offer a good rate to canada. I've ordered 3 times from michigan toy soldier and they have outstanding customer service.

thanks for everyone's suggestions. I found the local pet store's aquarium supplies to be exactly what I was looking for at reasonable prices.
