I have wanted to do a chapter with this colour scheme for years now, and always sort of figured that they would be a White Scars successor when I got around to it. With the new codex I am not so sure, a rapid deployment style force is very possible without using their doctrines (ie doesn't have ot be looky likey with a heap of bike squadrons)
I am building these around 'Shock and Awe' tactics, hitting like a truck by using deepstrike, drop pods, rhinos etc. Have just ordered a Stromtalon which I am looking forward to combining with my land speeder squadron. I also have an assault squad on foot in a rhino which seems fun The Forgeworld Tartaros pattern Terminators seemed like a natural choice given the supposed enhanced agility over the standard Maximus suits.
Although the colour scheme screams Japan, I am not binding myself to them being themed that way Lore-wise. I am happy to figure that in 40000 years a coincidental similarity can occur.
I can't for the life of me think of a name, perhaps something around the red sun motif, or I dunno. have at it folks

Or you could do some Iron Hands successors and have them have something to do with Mars, like the Order of the Red Planet, or something. I don't know. I have no idea why chapters can only have <Adjective><Noun> naming schemes.

Most obvious name is "Rising Suns" if you're going for an Imperial Japan feel.
