HQ1: Company Command Squad (80); Astropath;

The idea is keeping the cultists in the Landraiders as long as possible, IG HQ and troops in Vendettaes, and the Psychic Battle Squad in the Bastion.
Terminator Sorcerers are supposed to take out really tough units with Psychic Shriek, helped along with Weaken Resolve from the Psychic Battle Squad.
Other than that, the 13 Lascannons are supposed to make huge holes in things.

You should read some Tactics articles for building CSM lists. Your list is very poor in my honest opinion.

HQ
The Sorcerers are fragile and slow and without retinue. T4 W2 is very easy to pop and without a Spell Familiar they will eventually Peril to death. Will they walk up the board?
Consider Marked Lords (Juggerlord/NurgleBike) for mobility and to unlock Elite choices to troops or a Daemon Prince (Black Mace or Belakor). Huron can be utilised for D3 Infantry Infiltrate.

Elites:
The Terminators have no purpose.
You have not utilised their main strength: Combi-Melta/Plasma.
In a group of 3 they will likely be deep-striking in somewhere but without any decent weaponry and will be shot easily up as the only unit in the frontline.

Troops:
You have 20 fragile Cultists for objectives. Altogether you have 30 GEQ as Troops for an 1850 point battle which will easily be removed by a determined opponent.
Land Raiders should be saved for purpose built assault units, not to protect 100 points of Cultists. Consider Plague Marines, Noise Marines or even MoK CSMs.

Fast:
Spawn and Bikers are both excellent retinues for your lords. Put your Sorc on a large squad of either and roll for Invisibility or Endurance. T6 Spawn or Bikers are tough to kill. I5 FNP Slaaneshi Bikers are fearsome too.

Heavy:
Our LRs are overpriced and you have no unit to properly utilise them. Grab some MoK Terminators or Bersekers if you wish. I'd drop both and go for our other stronger HS options.
Consider: Obliterators, a pair of Vindicators, Autocannon Havocs, Dakka/Laspreds

The Heldrake is the only thing doing damagin on the Chaos side and that might not come up until turn 3/4 and people will blow it out of the skies without any other real threats on the board.

@Artanis: My apologies for not making it clear, but I'm not referring to a funlist, but a tournament build. As in something that might have a shot against tau and eldar, which are by far the dominant meta right now.
Anything with a toughness value will be blown off the table as soon as they appear, line of sight or not, so putting points in t6 bikes and the like is pointless.
The idea with the sorcerers is to deep strike close to very dangerous units and blow them away with psychic shriek and weaken resolve. The 3 terminators are there to add 3 extra wounds to them.
The Landraiders are there for lascannon saturation, and since they are there it would be silly not to put troops in them.
