I have been looking for this for a bit and am a little confused as to the interpretation...

Passenger is shooting a melta gun out of the fire points from a chimera that moved 6 inches (combat speed).
My opponent claimed that as the passengers were embarked, they count as part of the vehicle and must snap shoot as per moving w/ vehicles as opposed to shooting with assault weapons from infantry.
He could be right I dunno but sounds fishy to me.

If they move at cruising speed they must snap shoot as well? (Being assault weapons)

pg 426 of the BRB has a chart that details the effects of transport movement on the passengers,

6" means passengers count as moving, IE wont force snap shots on assault weapons

If the melta gun you are referring to in your example is an assault weapon, it can be fired just fine. If it's a heavy weapon however, you'll have to snap-shot it.

The unit (and it's weapons) inside your transport does not count as part of the vehicles weapons ever. That said, they do count as having moved if the vehicle moved combat speed as noted above. If the vehicle moved at cruising speed they may only shoot snapshots.

The transport rules on page 78 give you more information if you are interested: "...Models firing out of a vehicle that rnoved at Combat Speed count as having moved that turn. Models firing out of a vehicle that moved at Cruising Speed can only fire Snap Shots that turn..."

Also, do note, passengers and the vehicle are 100% separate units.
