1. If scarabs fire the QG/IC do they still get their Entropic Strike with hits?

2. If Nemesor Zahndrekh gives units manning the QG/IC Tank Hunter, will that affect their hits on vehicles?

3. Anrakyr the Traveller + any Ally of Convenience Vehicle Unit . Can you MitM an AoC vehicle (as it's treated as an enemy) fire it at the start of the shooting phase through Anrakyr then return it to onwer's control and fire it again?

4. Nemesor Zahndrekh's Phased Reinforcements:

"If Zahndrekh is on the battlefield any number of units in reserve that are able to deep strike can choose to enter play in the enemy turn, via deep strike, immediately after any enemy unit arrived from reserve, normally during the enemy's movement phase"

Does that mean just Necron DS reserves can enter, Necron + AoC DS reserves or as per RAW any DS reserve unit in the game (including opponents DS reserves?)

1) Yes (Entropic strike does not have any restrictions that would prevent it's use with the Quadgun)

2) Yes (Tank Hunter does not have any restrictions that would prevent it's use with the Quadgun)

3) No. (you may only fire the weapons for a given vehicle once per shooting phase, unless permission is 'explicitly' given otherwise)

4) All Units in your army in reserves. (It is worded very poorly. As written it allows 'any' unit in reserves to enter play under certain conditions. There does not seem to be any distinction to indicate only necrons/primary detachment units benefit from it.)

Keep in mind scarabs firing the QG/IC still need to be able to draw LOS to their target. Scarabs are too short to see over an aegis, so be sure to position your quad gun somewhere the Scarabs' view won't be obstructed.

Just bear in mind that models abilities only work on their own units, or Battle Brother units, since Necrons don't have any Battle Brothers his ability would only work on Necron models

I am not aware of a universal rule which indicates what you've stated above. Sure there are plenty of rules that have been 'FAQed' to work as you've described it, that said: this one doesn't seem to have been given that treatment. (yet).

This is not true at all, most have been FAQ'd otherwise but if they say they work on all units in your army, they work, all friendly units includes battle brothers and you only
