Alright so I have a few suggestions. What you are wanting to take are macro photos.
A dslr camera is the best for taking pictures with, that's because they have big sensors and can take in lots of light and the pixels aren't as grainy to put it in simple terms. You can get a canon rebel t3 with an 18-55mm lens for about $300 canadian. Which is what I use for my landscape photography and stuff.
The thing about that is you need a special lens to take photos of minis. The kit lens is not good for that but you can do it just need to use manual setting and a little bit of finiking with it and the light. Macro lenses are extremely expensive so a dslr and macro lens will be out of budget.
Now point and shoot pocket camera has a smaller sensor so pixels are more grainy when blown up in size (again just putting it into simple terms). BUT they are pretty decent at taking macro shots and don't require special lenses. They are pretty cheap and a lot of options. Just google best point and shoot digital camera for whatever your budget it.
Personally I use a sony dsc-wx10 which is pretty nice camera, what I had before I got a dslr. I still use it for normal photography when I don't feel like lugging around my dslr. You can check out my gallery most of the stuff was taken with the sony but a few were taken with the canon.
I don't think they make my camera anymore but you can google the best macro camera do x dollars.
