I'm looking for advice on how to go about getting into 40k from scratch.

Since It's gotten pretty much impossible to get a game of NetEpic anymore, I've finally relented and have decided to return to 40k (I've not played since 2nd Ed). Having played just one demo game in GW and bought the rule book and SM codex, I figure that Marines seem like a fairly decent list, that's at least moderately competitive and, more significantly, will be quick to paint. I thought that going for Relictors Chapter might give me some flexibility and allow me to reconfigure them with the Chaos Marine Codex should I get bored. I'm going to try and be disciplined and only buy once I've painted the previous unit, so thought I'd start out with a tactical squad and initially build to the following 600 pt list.

I like the idea of a mechanised force that stands off and fires so was going to go for Imperial Fists chapter tactics. I've put the emphasis on infantry rather than dreadnoughts / predators in order to benefit from the tactics but also to lessen the impact of an opponent's heavy weapons.

600 pts
Librarian w/ force sword & bolter 65
Command squad w/ medic, 4 combi-plasmas 155 - to deal with an Terminators / Marines
Tactical squad (10) w/ combi-melta, melta gun & heavy bolter 170 - bit assaulty with heavy bolter that can snapfire
Rhino 35
Tactical squad (10) w/ combi-plasma, plasma gun & multi-melta 175 - move to 24" range and fire

Building to 100 pts by adding
Librarian upgraded to Lvl 2 w/ Primarch's Wrath 45
Razorback 55 - for command squad
Rhino 35 - for 2nd tac squad
Devastator squad (5) w/ chainsword, missile launcher w/ flak & lascannon 115
Rhino 35
Devastator squad (5) w/ missile launcher w/ flak & lascannon 115 - can be merged with other dev squad in future builds

I'd appreciate any advice on that list, or even about army selection or anything else that might save me time and money!

well why get combi plasmas? just give them regular plasma guns! in the faq they are allowed to take special weapons, each guy!
get a multi melta instead of heavy bolter so the whole squad has same type of weapon.
then get a plasma cannon for the other tac squad, yet again for the same type of gun. mixed roles isnt as good as all the same.
dont ever bother with flakk missiles, they are to expensive and dont do near enough damage to fliers to justify there cost.

I do drugs.
Mostly Plastic Crack, but I do dabble in Cardboard Cocaine.

Thought about Dark Vengeance but was put off by the 'snap together' description of the models and assumed they'd be inferior to the regular Marine models. Figured I could build an equivalent single army for cheaper... I hope.

Was put off of full plasmas because of Gets Hot and again wanted to maximise the IF chapter tactics with bolters, but full plasmas does make sense. Will try to rejig. Was gonna combat squad the first tac squad. Will have a think about the load out for the second. Good advise about the flak. They'll be going.
