Been Around the Block

So i put together a CSM aspiring champion and i put the helmet of khrone and khrones shoulder pad. After changing my mind about the army i want i decided i want to have Tzeentch helmet and shoulder pad. I used testors liquid cement (model master one). Could i just rip off the shoulder and helmet scrap off the glue and put the right pieces on? or would that not work, or any sort of an issue come up?

Plastic glue WELDS the pieces together into a new whole.
Depending on how much glue you used, it might be possible to remove it easily. Otherwise, you are looking at carefully cutting the bits apart and possibly drilling a new neck socket for the helmet.

Being as you used Testors glue and not Citadel like most people do... I'm going to say that its actually glued on and is stuck.
Had you used citadel glue (lol... dont use it btw) then your model would be easily pulled apart if not falling apart already.
Superglue can be used for any joins that might get changed later as it snaps off fairly easily.
As chromedog says.. your probably looking at carefully cutting it apart..... try pulling if you were sparing with the glue, but be carefull to stop before you snap the parts without breaking the glued joint.

Yeah they are welded together!!! I had a bit of luck soaking minis in synthetic brake fluid some parts came loose where I hadn't applied excessive amounts of glue. But this will also strip your paint off.
I have stopped using plastic cement for bits I might want to remove at a later date, and started pinning and super glueing them.

You'll have to cut the parts off. Check if you can reach the arm-pit from below. If yes, remove the arm from the torso as far as you can, then pull the arm and the shoulder pad off. Get some other marine arm from your bits box.
The head might be more tricky. Twisting might do the trick if you manage to get a good enough grip.
It might be better to just get a new kit and chuck this one on ebay or find a friend who might want it.
