I know aiming for the lest models possible is a very stupid plan but I think it'd be interesting to see if there are any workable lists.

Draigowing can do it pretty effectively.

Grey knights can do it i think, just. With nearly no upgrades my grey knights allies came to 600 points with just 7 models.

You will need to run the Paladins as two units to make the required two troop choices.

Tau can pull it off easy, even easier with farsight.

Just take 3 riptides and 3 R'vanas and load them up with stuff, and that alone fills most of it.

Farsight and all of his pimpmobile bodyguard team comes out to ~1500 points for a single HQ choice that has 8 models in it.

I'm pretty sure the rest can get filled up pretty well with your compulsory 2 troops choices since you can take crisis suits as troops in the farsight army.

The sad part is that is most likely an actual army people are using somewhere...

Tbh Daemons can't do the lower than 20 models game to well as our Troops start at 10 models per unit.

A better list is to replace the Beast & Nurglings with 20 daemonettes. 25 models list that can be effective.
