You could glue a rare earth magnet under each figure and then cut sheets of metal for your movement trays. Use some plastic runners to frame the sheets and provide a little stiffness and you should be good to go.

I have all of my figures magnetized and transport them around in a metal toolbox.

For magnets, I use the D31 magnets from K&J magnetics. These are strong enough that I can hold my tray upside down and the figures won't fall off.

For sheet metal, I suggest you grab a magnet, go down to Home Depot and browse their sheet metal aisle. I cannot remember what guage metal I used, but it was easy enough to cut with a paper cutter. It is quite thin, so you may want to glue it to a thin wood board to give is some strength.

I used a magnetic white board to organize my Death Guard. That allows me to write on it and take notes as well. Cookie sheets work well too.
