I was thinking of trying a 30 man blob squad with cypher and a commissar w/camo cloak in it to get shrouded + stealth for a 4+ cover save in the open. Plus they could infiltrate and hit and run or even outflank if you wanted to. It would be a very durable unit, you could add a power fist for the commissar and power axes for the sergeants to make it very deadly in CC. Here's what I was thinking of trying. -Cypher 190pts -Commissar 100pts camo cloak, power fist, melta bombs -3x infantry squads 225pts 3x power weapons (axes), 3x melta bombs, 3x melta guns Total: 515pts You get 32 models with shrouded, stealth, infiltrate, hit and run including 2 independent characters and 3 characters. Can put out 3 melta and 2 plasma shots at 12' and 4 melta at 8' as you can throw grenades now, in cc it has cypher's pistols + the commissars power fist and the sergeants power axes and all the spare guardsmen can protect cypher and the commissar. Against vehicles they can assault with 4 melta bombs and cypher's ability will allow you make one str7 ap2 attack on the charge. What do you think? competitive or not?

You might want to check the FAQs, as camo cloaks now give +1 cover save to the model wearing one instead of stealth. On the good side this means that camo cloaks and Harker's bonus now stack, for an easy 2+ cover save behind a ruin or ADL.
Also, melta bombs can not be thrown.

I played with a 50 man squad with 30 krak nades, 3 meltas, 3 power axes and 2 vox casters.
Accompanied by a xeno inquisitor with nades and Tigurius to get a 4++ and some other great stuff like a possible fnp with relentless! even if you get just one of theese - they're so tough it takes literally the whole game to wear them down.
Also i took 50 conscripts with a comissar.
All this infantry costs 385 for guards + pcs and 200 for conscripts. +117 for inquisitor with ml1, all nades, a book to give a scoutmove to him and squad and other useful stuff like counter-attack, power armor in case of low-ap barrage. +165 for Tigurius. Nothing else to say bout him - he's awesome.
Xeno inquisitor makes them fearful in mellee thanks to nades and if needed can join conscripts for a scoutmove or upcoming mellee.
Krak nades are needed vs MC. a bunch of Krak nades with rerolls to hit and -1 toughness from inqisitor's nades and possibility of auto-hit or not recieve hits in return thanks to inquisitor's nades once again wreck almost any mc in 1 turn. And regular hits with all that goodness chew through anything cept for a 2++ rerollable...but you can try to misfortune them so that they will have to reroll sucksessful hits. If you do get misfortune and 4++ or fnp - you have real chances of downing even a feared screamerstar.
In one game they killed Be'Lakor on his charge before he struck blows.
Though you spend like 900 pts on 2 rather slow infantry squads. But they're more than viable.

Iff the conscripts are alone with just one commissar then thats an easy unit to kill. In the BrB if a squad is issued a challenge and the opposing unit only has 1 character he then is forced to accept it as he has no where to hide. Meaning first turn combat commissar is probably killed and then next turn the conscripts are overrun.

Nope, you can refuse, you just don't get to fight. The BRB rule is in reference to if he's the only model in the unit. I.E. A dreadknight can't refuse a challenge.

Also, you can avoid challenges if u're too far away. If a comissar ain't within 2' of the b2b models at the start of the fight turn - he can't be challenged or issue challenges himself.

p 64: Characters that cannot fight or strike blows (including those that are not engaged with an enemy model) cannot accept challenges.
