Local shop is having a KT tournament in February and I'm considering going with Tau (because that's all I have lol), but not really sure of what works well. Here's the restrictions:

* 200 points
* Codex only (No FW, no Allies)
* FOC: 0-2 Troops, 0-1 Elite, 0-1 Fast
* A Kill Team must have 4 non-vehicle models for specialists/leaders
* Leader is automatically the model with the highest leadership value
* Cannot have models with more than 3 wounds or hull points
* No model with combined armor more than 33
* No flyers
* No models with 2+ save

Can Tau even compete at this low a level with restrictions like that? Any thoughts on something competitive at this level for a TAC list?

3 X crisis suits 1 w/ double burst, 2 w/ double plasma

9 men means that you take break tests after losing 5 guys. You have high volume of fire all at a good strength and a good deal of AP2 at S6 that can deal with any of the tanks allowed at this level. Specialiists only make the suits better.
