If you were a SM player, is it even possible to make a competetive list with a thunderhawk w/ Turbo Laser Destructor @ 775 pts in a 1750-2000k pts game? What would be the best theme for such an army?

no, super heavy fliers do not belong in <2000 point games-sheerly due to their extreme point costs AND not having them on the table for at least for 1 turn + the turn they'll fly off the board.
avoid it dude, keep your money in the pocket and let the mistakes lie with others!
escalation is a genuinely, (and i mean this with 100000% sincerity) gak idea that wrecks the strategy aspect of the game.
I've played a few games with it, using Lords of war and playing against them and after 1 game the novelty wore off and it got ridiculous. its upsetting that some dickheads wants to use a 900 Rev and don't understand why you don't want to play them.
I'd be so embarrassed to wack one of those out.

Thunderhawk can hover so it won't fly off the table, unless you have it go off the table on turn 3 so it automatically comes in on turn 4. I was just wondering since Ork players are using Stompas on >/= 1750 pt games.

Tbh Thunder hawks are not that great, sure they have a D template and some Hb and LC, but rear armour 10??????????????????????????????????????????
You will just die to tau, Eldar, Orks, and even other space marines and IG. Your better off spending those points on a fortification or sternguard.
As for the phantom you can beat it with and air units as it have 0 skyfire weapons which is funny, others thought I was crazy but I played it would using a WK (I gave him auto LoS for shooting) and he only played 2 ravens and I couldn't touch him, though we were only playing 1500pts and not 1750.
As for the stompa lol, sternguard with combi meltas will take it out turn 1 so Good Game.

If you are playing a stompa and your opponent hasnt surrounded it w/ boys and lets you get that close to it turn 1 he deserves to have it blown up. When i play mine its surrounded my ork boys so you cant deepstrike w/in 6 inchs of it at least. not to mention w/ a KFF you still get the 5+ coversave

Thunder hawks can be very competitive when it's full of teck marines and servitors. On average repair ing 8 hull points a turn. Cheese cheese cheese

Stompas have 12 HP's and at most 10 sternguard with combi metlas in a drop @ 385 pts would be your best bet at getting rid of this thing. If the ork player fields a Mekboy in it with a custom force field it will just make it that much harder to take down. The chances of a player actually bringing that many sternguard in a pod before knowing he's playing vs a Stompa? Very, very slim. Super heavies only blow up when it loses it's last hull point and are immune to all status effects on the vehicle dmg chart. I dont really see any taking this down on turn one so easily.
