Do all chaos cultists have to be human. Because essentially they are slaves, so maybe other races like eldar, dark eldar, orls kroot etc
Could be captured and converted.

No, they do not have to be human. During the heresy, for example, there was a race of Slaanesh worshipping aliens called the laer.
However, it is very unlikely for Orks and Eldar to follow chaos, as they are already firm followers of their own gods. Orks are too violent to convert anyway, and Eldar are too arrogant to break.

There are cults to Chaos across the galaxy. Some entire xeno cultures have fallen to Chaos worship (like the Yuuvath).

Another good example of xeno culture dominated by chaos is th Saruthi race from 'Xenos.'

Eldar are essentially "claimed" by Slaanesh and are entirely afraid of them. So, no, you wouldn't find an Eldar cultist. Same goes for Dark Eldar. The real difference between them boils down to their approach in staving off death.
Orks..well, they follow gork/mork and are simply too focused on stompin' to fall to chaos. Considering they are pretty easy to lead around it's not like chaos needs them anyway.
Nids for all intents and purposes don't have a soul.
Tau - Rank and file? no. Possibly ethereals though. An argument could be made that Ethereals are currently following chaos but that's a stretch.
Necrons - I'm pretty sure it wouldn't be possible.
Now there are PLENTY of non-playable races that have fallen to chaos. However, if you are looking for models then your best bet is to convert something up or stick with "human"
