Necrons have all kinds of stuff mentioned in their Codex as being super-science devices.
You could have an item that grants the Warlord 1d3 uses of the Tachyon Arrow per battle.
An item that improves the RP roll for all Necron units within 6" or 12" or whatever by +1 on a 4+ roll (maybe the device is unreliable?).
There could be, on one "country", an immobilized Monolith that allows the Necron player an extra 100 (or 200 or whatever) points worth of models and wargear for battles fought on that map.
Dark Eldar can have all kinds of drugs, weapons and torture devices that grant Fear, or immunity to it, or FNP, and bonuses to it, and all that kind of thing. The DE are into some really kinky things.
Also, Slave Armies. The DE can have slaves.
