I guess this applies to some other armies as well, but I was wondering because I can't really find a specific line that clarifies.
If I have Captain,Librarian,Chaplain etc I can take a Command squad. Does that squad have to be following the HQ that I picked or could I for example get a Command squad on bikes and NOT stick them with my Librarian (for example) and instead let them join a Techmarine on a bike?
The Techmarine doesn't grant you access to the Command squad, but the Librarian does. Am I missing something?

Librarians can't get command squads, only Captains can.
And there is no rule saying they cannot join another IC, and have the one who unlocked them be elsewhere.

Any chaplain,librarian or captain will unlock a command squad in the SM codex. You don't have to join that character to the squad and any IC CAN join it.

This was true in the last codex, but is no longer true. Now librarians and chaplains alongside captains can unlock command squads.
But yes, they are an entirely separate unit, and as such can wander around on their own or be joined by any IC.
