If I put two combat squads of five men each inside a rhino, can one disembark while the other stays inside?

You're authorized to deploy them together in the transport, but they're still seperate units and disembark seperately

So to answer your question, yes. They count as separate units as soon as you squad them, and transport rules say a unit must fully disembark, blah, blah, blah, but as each combat squad IS a unit in its own right, disembarking one of the two combat squads lines up with the rules in the BRB p 78-9
