With all the naysayers saying a true TAC list is impossible I thought I'd give it a go.
What do you think? Is this close to being a TAC list?

8 scoring units, 6 hidden in vehicles, all behind ADL, when the chimeras get destroyed it wont have lessened the psyker firepowerbin the slighteat either. Acolytes start protected in psybacks unless needed for bubblewrap.
Against meq:
Each psyker squad tests on ld10 for psychic test, puts out 1 st10 ap1 large blast, 3 st7 ap 2 blasts all of which are prescienced. 2 squads of these. 16 tl st 7 ap4 rending shots. 8 prescienced lascannon (tank hunting) shots. 12/6 grav shots. 2 melta shots. Captain draws attention.
Against alpha strike pods/DoA:
4 units of 3 acolytes can bubble wrap the chimeras quite easily. Devs start near each other so coatez's squad can protect the other, if pods land near, coatezs special rule will mean the arrivals will suffer some hurt. If pod player wants to waste expensive sternguard/dread against 70pt psybacks fair enough. Scouts move to block assaults. Captain counter assaults.
Against mech:
8 tank hunting, prescienced lascannon shots, 2 at bs5. 16 st7 rending shots will also whittle armour down. Both bike squads will contribute well too. If need be the 2 prescienced st10 ap1 large blasts supported by their plasma cannons can help out. The 12 st6 chimera shots maybalso take a glance here and there. Most of the above can quite sufficiently deal with av14 spam too.
Against flyers:
No skyfire but the rerolls to hit on the tankhunting lascannons will devestate flyers, as will all the tl st7 rending. You are talking about 2.5 lascannon hits rerolling to pen and 5 st7 rending hits.
Against MC spam:
T5 mcs will be worried about the st10 psykers. For other mcs there is lots of st6/7/9 shots. Grav gun bike squad will shine here and the melta squad can get a wound here and there. Psychic shriek can help out too. Scouts move to block assaults.
Against horde:
The psyker squads will gut a squad a turn. The dakka on the psybacks and chimeras will quickly drop models. Bikes can use tl bolters if they like. Psychic shriek libby can cause good damage. Scouts act as speed bumps/light counter assault.
Against riptides:
Captain hunts riptides/makes them move away into the open. Lots of ap2 or rending. Gravbikers cause damage. Outflanked psychic shriek.
Against serpent spam:
Grav bikes, tank hunting las devs, st7 assault cannons, melta bikes, even psyker squads if needed. If serps drop shields to cause more damage they die easily the next turn. If they don't they will gradually be outshot and worn down. Or just shoot at the reat of the eldar army until they drop shields.
Against assault armies:
Servo skulls mean they cant get too close to quickly. Only libby, cap and scouts as counter assault (maybe bikes) but enough firpower and range to mean the majority of the opponent wont reach the lines (if true assault based then I will be recieving little firepower in return.
Against small elite armies:
Mwuhahahahaha.
Obviously all the above is looking at it with rose tinted spectacles. But I honestly believe for 2k pretty much all bases are covered barring FMC heavy armies such as a flying circus. Even then the tools are there to cause them serious problems.
