I might be missing something obvious, but I think this is perfectly fine.

If a unit of firewarriors is 5" from a tank, can they throw one haywire grenade, and then use haywire grenades in assault as well?

Yes. Haywire grenades are assault 1. The only real restriction is that only 1 model can "throw" a grenade in the shooting phase.

However, when the unit performs the assault, the entire unit can throw one grenade each instead of making a regular CC attack.

Nothing prevents a model from using a Haywire grenade in the shooting phase, and then using a Haywire grenade in assault... assuming the target is a vehicle.
