I've been playing with my Ultramarines for a few months now and I feel like it's time for a change, so I'm going to convert my Smurfs to Storm Wardens. One thing I'd like to do is give sergeants and captains big capes/cloaks, but I'm not sure how to go about it.

Should I learn how to use Green Stuff finally? Should I just commit to the search and price of individual bits? What would you do?

I think there are 3 options

1. THe easiest, but some marine capes and back packs. Most expensive way, and not very creative BUT guaranteed to work.

2 Putty work. I would recommend using another putty over GS, ie ProCreate. This option is a bit harder, but its good to learn how to use putty. YOu will get better and better at it, until you are doing great conversions, then onto sculpting full models! You will find this also the most difficult approach. Expect uneven, finger printy messy cloaks.

3. Actual fabric. Use some cloth! You can get it to fold nicely and billow. Use glue to shape it and make it rigid. SUper glue works well for this, but can get a bit messy! PVA also works, but as it takes ages to dry it is in some ways harder. But wont stick to your fingers!
This option will give medium quality results, and is the most fun option I think. Its quick and messy, but you cn get the fabric to look cool with not too much effort. Experiment a bit first, as different fabrics will give different end results.

You could look into anvil industries capes:



5 capes for £4 will be cheaper than most bits sites.

They also do fur lined capes and a variety of loin clothes

Making capes and cloaks with gs is relatively easy:
You make a little blob of gs, put it between two sheets of oven/wax paper and flatten it with a rolling pin/glass/cylinder of sorts until you think it is thin enough.
Then, with a modelling knife - and if you wish, a template of some sort - you cut an arc/round triangle/part of a circle... you can span from 60 to 120 degrees, the wider the arc, more folds you'll create; remember to cut away a small circle for the neck.
Let it cure a bit, so that it will not stick and you will leave no fingerprints... And it will be a smidge more rigid. Now all you have to do is to place it on the model, working out the folds. Keep an eye on the model and orient it so the gravity helps making it billowing, instead of hindering it.

Whats the best looking way to fit a cape on to a space marine?

being under the backpack would mean it has to have a big hole in for the backpacks connection, being over the backpack would mean it covers all those exhaust vents.

Neither way quite makes sense to me.

Its been a while since I fitted mine but they came with a big enough hole to fit around the backpack mounting point. As shown below:
