To answer your questions in order:
1. As far as power levels go, they are fairly on par, although the Galleon is maybe slightly better.
2. The short answer is yes. The long answer is that Mercenary Warjacks (Colossals are just giant warjacks) can only be run by Mercenary models (either through a warcaster's battlegroup or through Jack Marshaling). Additionally, Colossals have special rules effectively meaning that they can only be run in a battlegroup, you need to have a Mercenary warcaster to run the Galleon. As a standard game only includes a single warcaster per list, for 90%+ of the cases you will be playing Mercenaries if you want to include the Galleon. As a side note, it can theoretically be run some non-Mercenary armies with the as-of-yet released Mercenary Journeyman warcaster Gastone Crosse, but it isn't really advisable to have a minimum of a third of your army's worth of points tied up in 2 models that can easily be shut down by killing what is effectively a man-sized dude).
3. Google. As a note, I think I know what you are getting at and net-listing doesn't really work. This is largely because the game is FAR more dependent on the player's skill than many other tabletops (particularly the GW games) and a mediocre player running a list he doesn't understand will lose a majority, if not every game to a better player using a list filled with mediocre units. As an example, recently a player won a major tournament using Khador (regarded as a weaker faction) using units that are generally considered to be extremely sub-par, largely because he was the best player and understood how to use the models effectively, even when paired against other top-tier players. Additionally, the game is extremely intricate and complex compared to a GW game, and it is easy for a new player to become overwhelmed if they start with a larger army. When you are starting, you are best off to start small with a battlebox (mercs don't have a battlebox but you can find an equivalently sized group of suggested models here: http://privateerpress.com/files/Journeyman%20League%20Rules.pdf [see pages 3 and 4]). Then start working your way up, trying out various units and sticking with the ones you like.
Just remember that unlike 40k there is no 'acceptable' way to build your list. Certain things do work better than others, but I strongly suggest learning the basics of the game and finding out what units and factions you like before you even start looking at tournament lists.

In short, yes, the Galleon is considered one of the better Colossals out there.

For ideas of lists that might be using the Galleon, check out here. There is a list of tournament qualifying lists by Faction and you can prase how many of the Mercenary lists have Galleon.
It is actually fairly popular a warjack in the Faction due to durability and having the best amount of killing power available to it, if it helps any.
And stuff.

Colossals need a warcaster of the same faction (they can't be controlled by a marshal), so you normally can't include a mercenary colossal unless you're playing an unusually large game with two or more warcasters.
However, that will change around April when the novice warcasters are released. The Mercenary one can control a Galleon, and can be included as a mercenary solo in a Cygnar or Protectorate army. Galleon is quite strong and it was a rather significant release for mercenaries as a faction. Mercs are gifted with two great colossals for both their human and dwarf warcasters.
As other have said, there's a solo coming that could run galleon outside of mercenaries but that is highly inadvisable. You want your galleon on a warcaster, and that means a full mercenary army.
Netlisting won't get you very far but you can find tourney lists at endgame gaming. Most human casters are happy to take a galleon so it will come down to support and infantry choices. One model you'll want with a galleon is Master Gunner Dougal MacNaile. He does amazing things to make the cannons much better.

Kickstarter backers were promised "Around April" for the model itself. His generally available sculpt should be available within the sometime after that, but no novice warcasters are listed on the release schedule through April. This means May at the earliest.
And stuff.

Problem is, if Gastone gets killed, then the galleon is...dead in the water. Assuming you are running it in a non merc faction since you cant take control of it with your warcaster.
In comparison to the Earthbreaker, I think its a solid toss up and not necessarily because of the model itself, but more due to the level of support the model receives. The Earthbreaker has access to two warcasters with strength upkeeps, one also grants it SPD, and bonus atk and dmg on it's AOE4 quake cannons. The earthbreaker also has access to Thor's Tune up which is one of the best warjack support abilities in the game especially with the huge quantity of attacks a colossal can make.
I do not think the earthbreaker is better on it's own (although it is at least very close). I do think it could be better when calculating the huge amount of support it gets over the galleon.
