The new rules for the Raven Strike Fighter have it with the Deep Strike rule, but lacking the Hover rule.
Unless I'm misreading something, if you Deep Strike it, it moves less than 18' and automatically crashes.
This doesn't seem like one of those useless rules that was given to create continuity (like giving Lysander an Iron Halo). So I keep thinking that I MUST be missing something.

If it Deep Strikes it counts as moving Cruising Speed.
Which is more than 18"

Lots of planes used to have deep striking, as when you deep strike you count as moving at cruising speed (18"+ for a plane) you are therefore OK. Pretty much all planes had it removed IIRC.

Where are there "new" rules for this vehicle?

"'players must agree how they are going to select their armies, and if any restrictions apply to the number and type of models they can use."
This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

IA Aeronautica is newer than that.
It still has Deep Strike there though.

I would like to point out that vehicles don't count as having moved cruising speed until the shooting phase. As per the deep strike rules.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.
