You can mix in a little sea salt. that should hold a little longer....but it doesn't solve the flour worm issue
I've had no issues with it. I mix in some cheap white acrylic paint ant it holds the white just fine.

We had a thread on this recently. I just use Woodland Scenics Soft Flake Snow + PVA. It's pretty cheap given the Soft Flake Snow can be gotten for about $10 and should last you several armies worth of models.
I did this (OP's technique, just baking soda and PVA) for a friend's models and it looked fairly decent. However, I just did it not even a month ago, so I can't say how well it will hold up over time.
If you want a wet snow look, you might look at Secret Weapon. They have a kit for $12 that looks pretty solid.
