Primaris (in blob probably Biomancy)

Infantry platoon
Infantry squad melta sarge melta bombs and axe ( 5 of these 50 men) they assault or defend depending on objectives

Pcs 4 flamer (either in a vendetta or behind aegis)

Penal Legion squad (versatility of Scout and to outflank) come in later

It's an okay list. Azrael blobs are pretty hard to kill.

I would get a CCS instead of the Primaris psyker, I feel they bring more to the table with orders.

I would take lascannon in the blob as they will almost never die (leave them at the back and tail some guardsmen back if you move forwards) and combined with the CCS can be very powerful. Axes are of course the best weapons for them.

Flamer PCS is a good choice, and works well in a vendetta to try and clear off opponents objectives.

Penal Legion however are just not very good. Expensive cost, limited damage output with no assaulting from reserves, and they die just like any other 10 guardsmen, which means very very easily. Dump them and use the points for lascannon in the blob.

Hellhounds are good, if a bit overpriced. Make sure you play with enough LOS blocking terrain on the table, and use it well with them, and they should do okay. Just know that in some games they will get shot off the table on turn 1.

Vendettas are excellent (i.e. undercosted).

I'm not a fan of the Pask-punisher, although I know others are (I find it a fair bit too expensive). Remember he needs to be stationary to take full advantage of his rules, so deploy it well, or the 24" main gun might struggle.

As above, Azreal works very well with blob. You can actually use it more aggressively with him, as the 4+ invulnerable is gold-dust.

Minimum sized tactical squads with a quadgun is a good choice for that mandatory troops choice.

Overall I feel it's a pretty decent list, that only requires small tweaks.

Ccs is always a very easy slay the warlord kp loss for me unless I put it in a Chimera. Which adds up in points. Primaris does what he can to add to blob and Is a lot harder to kill. The lascannon idea makes me want to shoot a target i shouldn't be shooting with my blob. I gotta stay aggressive with them ie running if I'm not assaulting, and it cuts down on bodies which I'm not a fan of. The hounds can always come in from reserve and moving 12 inches
helps their durability ie getting out of Los. And who doesn't love torrent flamers.
Paskisher is just fun to play with. And even moving its bf4. Can be deployed surrounded by the blob to avoid melta.
Yes the penals will likely die, but they can always ride in a vendetta as well and pack a small punch for their points. Gotta have 2 Troop choices in main army anyway.

I like the list but I think small changes can be made. If you are using forge world 40k approved get some sabre platforms if not keep it as is. And stick with the primaris if you get endurance that unit is stupid hard to kill. Personally I'd go with 2 plasmacutioners instead of a punisher and 2 hell hounds. And I'd try to swap your penal legion for plasma vets
