I am watching a batrep on youtube. The guy states that he can assault on the top of turn one not the bottom with a unit that scouted. I remember reading that units that scout are unable to assault.

They are unable to assault on player turn 1. So if you go second then go ahead.

Whenever the rules refer to a turn, it's a player's turn. Otherwise it should be Game turn, which consists of both player's turn.
