After reviewing the rules, I am a little confused. If combat speed is 18" and cruising speed is 36" but you can fire 4 weapons at full BS either way, why is there a distinction between the two speeds? Also, if you elect to move flat out, can you pivot up to 90 degrees before you do so? Or is the" straight line" drawn from your current facing?

The distinction is there for locked velocity. As I'm away from my books I cannot give an answer for the second question.

also worth pointing out that if you do get locked velocity while moving at cruising speed you are locked in at 36" not what you previously moved (see BRB FAQ) which I found quite comical myself.
