My son has asked if I can help him convert Librarian Turmiel from the Dark Vengence set to Terminator Armor. Has anyone done this?

I think I can shape a Terminator backpack to work - but the arms/legs are still going to look like power armor - just looking for idea's/suggestions here?

That seems like so much work it's makes me shudder to think about it, Unless your GS skills are up to par for basically resculpting the entire model I don't think it can be done, and even then it would be a ridiculous undertaking.

My suggestion would be to Buy a termy librarian as a base, or even a regular terminator box, and just do a conversion from that,

I think you may be right.

You could take one of the snap together terminators from dark vengeance and replace it's head with Turmiel's.

Turmiel's head is already part of the kit with his arm outstretched. It'd be too much work to convert that dude in his power armor to being in terminator armor, in my humble opinion.

It's pretty easy to scratchbuild your own kitbashed Dark Angels librarian, though. The hooded heads for the Deathwing Knights make excellent faces, and the Deathwing Knight terminator fronts with the long robes are also pretty excellent. All you really need outside of the Deathwing command set box is a back to a Grey Knight paladin, and if you want to run with a Force Axe or Staff, tracking something reasonable to use for those down as well.

Grey Knights players don't always run their paladin squads with the 5 guys in each box, too, so trading some bits or straight buying an extra back off a Grey Knights player isn't as difficult as a lot of other bits trades. You could always go to the eBay and look for bits sellers. I think you can get Grey Knights torsos (they usually sell all 5 together, both fronts and backs) for reasonable prices.
