...And still be played against any opponent? I'm talking a list that doesnt need 30+ infantry, super characters, and generally has its overall power spread between all of its units? Can you provide an example?

I'm not sure if this is still a thing, but Dark Riders based DE (fast cav MSU with loads of repeater crossbows) used to be this kind of thing.

IE, bunch of mages on horses/pegasi, some harpies, loads of 5-man dark rider units, maybe a lord on dragon, or hero on manticore to provide some CC punch along with a unit of Cold One Knights. Maybe a few DE scouts to run interference.

Tactics: Don't get caught, shoot everything full of repeater crossbow bolts/magic missiles. If you do get into combat, make sure it's your Cold One Knights/cc character on monster who charge into an already weakened enemy to finish them.
Given how cumbersome and unwieldy large blocks of infantry are, this type of list is extremely difficult to get to grips with unless you're either shootier or faster than they are. Since faster is flat out impossible, and shootier difficult at best, it's a difficult and frustrating army to fight against.

Paladins with Draigo. 1 knight/dread to have board presence until they come in. In this meta that's an all in. I don't play them but I've played against them a 1850 and there where like 11-12 models.

You can do that with ogres(somewhat). It depends but you can split characters up amongst units of ogres on foot and each unit having the ability to hold their own in CC.

outside of slann, is it possible with lizards? i saw a recent list where a few people advocated 15 strong saurus units

WoC, Lizardmen, Elves of all flavours, Brettonia, Empire, Tomb Kings (if chariots are still core?). It's possible to do it with most armies, some do it better than others. Not an easy way to play however, your mistakes will really cost you.

The only armies that would really struggle with this would be OnG's, Vampire Counts and Skaven.

I find Wood Elves are best for this. With 50 point eagles, small units of dryads at 96 points for 8 and 10 man units of GG at 126 points they can field a ton of units. Throw a mage with level 4 in a slightly bigger unit of GG and a flaming banner, maybe a eagle noble at 183 points with a GW, 4+ 3++ vs non magical attacks T4 and 10' flying movement and PoF. Spreads it around as best as you can imo.
